Does TIME slow down the further you move away from earth?

No. Time slows down the faster your travel; if you could reach the speed of light, time would stop for you. But time is a property of our universe and exists everywhere in it. She misunderstood what she was learning. The twin paradox you mentioned (thanks to Einstein, not NASA) is a consequence of traveling at high speeds, not the place you went or the distance traveled.
