What are the best places to get plastic surgery out side the USA?

I’ve heard Brazil is a good place because they are basically the ones who stated the whole craze plus there whole country basically revolves around beauty and Dr. Rey from Dr. 90210 goes the to find out some of there secrets or maybe that was Venezuela he visited ....but anyway im 16 and I want to get plastic surgery when im around 18 ...and I know it will be expensive here and I wasn’t born rich...some of the things I want done is a reduction and lift ...a chemical peel and some way to remove stretch marks even if they have to cut off some of the skin on my arm and sew it back ...together oh well ... all of these problems Puberty brought along with her ..because before she came I was a tooth pick and couldn’t gain weight if I tried the doctor couldn't even help me ...so he had to just wait ..the puberty comes and low and behold I now have chest thighs and a gut ...and as I’ve gotten older I haven't gotten smaller im not obese or even over weight but im definitely not super skinny like I use to be SO THANKS PUBERTY ...and yes of course ultimately if plastic surgery in the US is the best then I would settle and stay here better than getting an infection or having a tool left in me ...
